We have created union territories for multiple reasons
Strategic importance - Andaman & Nicobar islands, Lakshadweep, Jammu and Kashmir, Ladakh
Political and administrative considerations - NCT Delhi, Chandigarh
Cultural distinctiveness - Puducherry, Dadra and Nagar Haveli and Daman and Diu
Currently Jammu and Kashmir, Puducherry and NCT Delhi are the three union territories have legislative assembly
